Historically known as Highmore a village constituted in 1860 being a chapelry in Bix and Rotherfield Greys parishes including other settlements of Highmoor Cross, Witheridge Hill and Satwell situated under the Chiltern Hills today known as Highmoor incorporating the hamlet of Satwell within the district of south Oxfordshire and the county of Oxfordshire and within the designated Chiltern`s Area of Outstanding Beauty. At the census of 2011 the population registered 278. The beautiful historic church of St Paul`s built circa 1859 is now a residential dwelling. Former public houses such as The Woodman and the Dog and Duck no longer exist but the historic public house The Rising Sun circa 17C can still be visited. The area has many public footpaths to be enjoyed.

The Parish Council has for some time now discussed traffic calming measures within the Parish taking into account the concerns of local residents regarding the ever increasing speed levels of traffic travelling through the area. As a result the Council is looking to apply for inclusion in the recently introduced Oxfordshire County Council scheme which is funding the installation of 20 mph sites in suitable urban/village areas and most importantly where residents have shown support for same.Pilot schemes are currently ongoing in Long Wittenham, Wallingford Central, Wallingford North, Kirklington and Cuxham with many others to follow. Support has been received from County Councillor D Bartholomew and following discussions at County officer level the introduction of a 20 mph speed limit would be the starting point for the introduction of further measures to assist traffic calming within the Parish.
The first step is to understand levels of support/or otherwise from residents of the Parish hence this initial approach to Highmoor residents to ask if you would spare the short time required to email/write to the Council (see details below) giving your reasons and including your email/postal address as this survey will form, hopefully,a good level of support from Highmoor parishioners for such a scheme when applying to the Oxfordshire County Council.
